Silly to think they wouldn't.What I mean by my OP, is that the armour dye system is entirely cosmetic and I doubt they rate it as highly as other problems for a while on their laundry list of incessant whining by the community, which isn't to say unjustified.This is all of course presuming I'm not out-of-the-loop or missed something in their announcement. They put fixing the previously removed Whetstone on their patch agenda, so modders may be able to add the Whetstone to the game. They're also going to explore making new weapon types possible and rebinding mouse actions to keys.

Granted, those are all changes for modders and the editor, but apparently, they have some freedom in terms of what they can prioritize.Also, armor dyes are probably possible now with mods.
